In January 2022, Kazakhstan was shocked by terrorist acts that occurred in the cities of Almaty, Shymkent, Taraz, Kyzylorda, Aktobe, etc. The article considers the sides of the criminal procedure policy of the Republic of Kazakhstan that need to be finalized, namely the jurisdiction and jurisdiction of crimes related to terrorism and extremism. The author conducts a study of the effectiveness of criminal procedural actions from the beginning of the pre-trial investigation to the court’s decision on these categories of crimes.
The article examines the main reasons for the ineffective activity of the internal affairs bodies and the economic investigation service in the detection, prevention, pre-trial investigation, and disclosure of crimes related to terrorism and extremism by applying statistical and logical methods.
Countering terrorism and extremism is a pressing problem in many states because all religious movements of an extremist nature originate in those countries where extremist-terrorist activity dominates and penetrates the territories of other states that have poorly developed security systems. In this regard, as well as in order to ensure national security, we believe that the criminal procedure policy in this direction requires more effective and efficient measures. In conclusion, the author suggests ways to solve the studied problems.
