Topical issues of the definition of the concept of «migration of population»

Abstract

The current international geopolitical situation actualizes the issues of population migration. Military and economic circumstances that took place in several states led to the resettlement of hundreds of thousands of people in different directions. The direct impact of these processes on Kazakhstan increases the demand for scientific research in this direction. In addition, there has expired the term for the implementation of the Concept of the Migration Policy of the Republic of Kazakhstan for 2017-2021. So, there is developed the concept of the migration policy for 2022-2026. When studying any topic without clarifying the conceptual apparatus, there can be made various omissions, because of which there can be made erroneous decisions. Therefore, it is important to define the basic concepts of each phenomenon, to give them a definition. There is no agreed general version of the concept of “population migration” in the scientific community. At the international legal level, the general version has not been approved either. This article analyzes scientific opinions on the topic, defines the basic concepts to enrich the scientific exchange of various opinions, to offer a reasonable alternative to the domestic legislator.
